After the first reading, the second reading stage commences with the member introducing the bill giving a second reading speech.  The speech outlines the principles of the bill and its objectives.  After the second reading speech other members contribute to the debate outlining their support for or objection to the bill any shortcomings that might be fixed by amendment or issues they relating to the bill.
